SCCI Advisory : A 17nm fab in 3 years? The urgent need for a semiconductor fab twin: March 28, 2026Today there is a total disconnect between -- + India's global technology leaders in System Design Automation - firms that built capabilities through relentless R&D; without much policy support ; often facing great policy headwinds + India's operational semiconductor foundries - built with tax payer funds + India's slowly emerging semiconductor manufacturing ecosystem subsidized with trillion rupee sovereign commitments At the intersection of those capabilities lies semiconductor design and fabrication capability which contributes to tech sovereignty. This is precisely where the need for there exists a disconnect which can be bridged using a digital fab twin. Therefore creating digital fab twins acquires critical importance. A fab twin that can be configured to work with different configurations can help SDA firms create PDKs (process design kits) rapidly ! Hold your breathe ! The same SDA technology which can be used to build complex semiconductor chip models can also be used to create fab twins as well. In other words India already has the capability to create fab twins to accelerate the emergence of national productive capacity around national advanced technology collaboration. Global competition and geo economics is getting brutal. Collaborate or perish. State governments interested in promoting advanced technology promotion policies around national and global technology collaboration are advised to contact SCCI for policy knowledge support.
